"Andrew Chen is the Housing and Homelessness Staff Attorney at the Coalition of California Welfare Rights Organizations (CCWRO). He believes that the American safety net must be revolutionized to treat beneficiaries with dignity and stand with them in solidarity, not judgment.

A graduate of Williams College (’11) and the UVA School of Law (’15), Andrew began his legal career as an EJW Fellow in Los Angeles. He created and managed a legal clinic for youth experiencing homelessness. The first of its kind in West LA, it focused on challenging quality-of-life citations, removing threats of incarceration and barriers to stability.

In March 2020, Andrew began working at CCWRO. Current goals include creating systems of accountability and partnership to improve access and function of the newly-passed CARE Court system.

In his spare time, Andrew enjoys playing and watching soccer (Come On You Arsenal!), a good book, and weekends away in the wilderness."
