Constituent Outreach Coordinator, City of Saint Paul - Office of Mayor Melvin Carter

Naomi Alemseged is a constituent outreach coordinator for the Office of Mayor Melvin Carter in the city of Saint Paul. She manages all outgoing correspondence and is the direct point of contact for constituents on behalf of the Mayor’s Office. Naomi serves as a conduit of constituent information by working in collaboration with other city departments. During her time in this role, she has independently organized and launched the first paid internship program for Mayor Carter’s administration and continues to serve as a supervisor, trainer, and mentor. She provides continual office support by staffing the Mayor and managing office logistics. In addition, she has served on the city’s Black History Month Planning Committee for three consecutive terms.

Naomi was born to Ethiopian immigrants in Gothenburg, Sweden. Her family later relocated to Sierra Vista, AZ and Saint Paul, MN in search of higher education and job opportunities. After having grown up in Saint Paul, she continued to pursue her undergraduate degree at Hamline University with a major in political science. As a student, Naomi served as the Public Relations Event Coordinator for Hamline’s African Student Association. This role was crucial in organizing and conducting annual cultural events and highlighting the voices of the African student body in a PWI. As she pursued her undergraduate degree, Naomi served as the first intern for Governor Mark Dayton’s Office of Inclusion. She focused on public policy initiatives around public safety through extensive research and organizing community engagement sessions. She also volunteered with several organizations including the Center for Victims of Torture and Take Action Minnesota.

Naomi is passionate about economic development and equitable access to healthcare, education, food security and housing amongst marginalized and underserved communities of color. She aspires to obtain her master’s degree from an HBCU and would like to further her career in communications and project management. In her spare time, she enjoys traveling, swimming and cooking.
