Joe Caldwell was born and raised in West Branch, Iowa. After graduating from Beloit College with a B.A. in Health & Society, Joe worked at HIPS in Washington, D.C. supporting outreach and participant care services. Later, Joe worked at the National Alliance of State & Territorial AIDS Directors (NASTAD) providing technical and capacity building assistance to state health departments addressing the HIV and hepatitis C epidemics’ impact on men who have sex with men, youth, people who use drugs, and trans people. In Iowa, Joe works at the Iowa Department of Public Health as the HIV & Substance Use Coordinator and remains committed to working for those directly impacted by stigma and criminalization by creating accountable and sustainable harm reduction service support in the state’s existing healthcare infrastructure.
